The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO) is seeking to hire a visionary human resources professional who is a highly skilled leader to serve as our next Director of Human Resources (DOT Executive VI). As Director of Human Resources and key member of our team, you will be tasked with driving global talent acquisition and talent management strategies that are aligned to support the vision and execution of the Secretary’s Office for the benefit of MDOT.
 
In this dynamic role, you will:
 
  • Manage initiatives to drive talent management and strategies for design, implementation, and evaluation of programs that facilitate training, professional development, leadership development, succession planning, and continuous learning for the MDOT workforce.
  • Direct activity related to talent acquisition functions, full lifecycle recruitment, benefits, classification, and compensation.
  • Implement management tools for attracting, retaining, and rewarding top-tier talent to execute MDOT strategic goals
  • Utilize data-driven approaches to business organizational effectiveness, measure impact, and make evidence-based recommendations.
  • Shapes metrics and practices to measure the ongoing effectiveness and value to the business of the HR function. 
  • Stay abreast of the latest trends /best practices in employee experience, change management, performance management, and succession to apply internally as it aligns with the strategy. 
  • Drive a culture of continuous improvement by regularly evaluating the effectiveness of programs and interventions, seeking feedback, monitoring outcomes, and making iterative adjustments as needed.
  • Oversees efforts of staff responsible for the respective HR functional area (i.e. Talent Management, Talent Acquisition, etc.)
  • Ensures compliance with all federal, state, and local employment laws and regulations. 
  • Works with executive and senior managers to understand organization’s overall strategic initiatives and with all management to understand individual department’s/office’s objectives.
  • Plans, leads, develops, coordinates, and implements policies, programs, processes, trainings, and initiatives to support organizations’ stated goals. 
  • Provides guidance on best practices, legal compliance, talent management, talent acquisition, organizational structure, and other HR-related topics.
  • Works closely with management as a strategic partner to enhance overall employee performance.
This position reports to the Chief of Human Resources and is responsible for overseeing HR functions for The Secretary’s Office and the Transportation Service Human Resources System (TSHRS) for the Maryland Department of Transportation (MDOT).
 
The current vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Education: A bachelor's degree in Education, Human Resources, Instructional Design, Organization Development, Psychology, or related discipline.
Experience: Ten (10) years of experience in a senior level HR position, including five (5) years of experience in Talent Management, Talent Acquisition, or Senior HR Business Partner role.
The ideal candidate will possess:
  • Proficient in all HR functional areas to include but not limited to talent acquisition, talent management, benefits, and compensation/classification
  • Knowledge of curriculum build, training design, and measurement of training objectives 
  • Strong knowledge of training principles, methodologies (e.g., ADDIE), and adult learning theories
  • Experience working in a government/public sector HR department
Note: U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
